HP PAY TERMS OF USE
PREAMBLE
This document is an electronic record in terms of Information Technology Act, 2000 and its amendments thereof from time to time and the rules thereunder as applicable and the amended provisions pertaining to electronic records in various statutes as amended by the Information Technology Act, 2000. This electronic record is generated by a computer system and does not require any physical or digital signatures.
YOUR USE OF THE HP PAY APP INDICATES YOUR AGREEMENT TO ALL THE TERMS AND CONDITIONS MENTIONED HEREUNDER INCLUDING THE PREAMBLE (hereinafter referred to as “the Terms of Use”), SO PLEASE READ THE TERMS OF USE CAREFULLY BEFORE PROCEEDING. By impliedly or expressly accepting these Terms of Use, You also accept and agree to be bound by HP Pay Policies (including but not limited to Privacy Policy).
Please read the Terms of Use carefully before using the HP Pay app or before registering, accessing or using the Services (defined below). HP Pay is a mobile application offered by Hindustan Petroleum Corporation Limited (HPCL) to provide their customers a Digital Mode of Payment for purchase of Motor Fuels , Liquefied Petroleum Gas , Lubricants from HPCL Retail Outlets ( Petrol Pumps), HPCL LPG Distributorships and HPCL Authorised Lube Distributors, retailers etc.
The Terms of Use is a legal contract ("Agreement") between You (hereinafter referred to as “You/User/your”) and Hindustan Petroleum Corporation Limited having its registered office at 17, Jamshedji Tata Road, Mumbai – 400 020 (hereinafter referred to as “HPCL/we/us/our”). You agree and acknowledge that you have read the Terms of Use set forth herein. If you do not agree to these Terms of Use or do not wish to be bound by these Terms of Use (including the most updated version of these terms and conditions), you may not use the HP Pay app or Services and/or immediately terminate the Services. In other words, your use of the HP Pay app or Services shall be deemed as your agreement to be bound by the Terms of Use set forth herien.
HPCL has the right to unilaterally amend the Terms of Use at any time by posting an updated version on the HP Pay app or at www.hppay.in ("HP Pay Site"). The updated version of the Terms of Use shall take effect immediately upon posting on the HP Pay app or at HP Pay Site. It is your responsibility to review these Terms of Use periodically for updates / amendments. Your continued use of HP Pay App following the posting of amendments shall mean that You accept and agree to the amendments including additional terms or removal of portions of these terms, modifications etc. As long as You comply with these Terms of Use, HPCL grant You a personal, non-exclusive, non-transferable, limited privilege to enter and avail the Services.
Terms and Conditions :
HP Pay is a payment solution which facilitates payments and acts as such by creating, hosting, maintaining and providing Services to you via the Internet. HP Pay provides its Services to customers through "HP Pay" mobile application (“HP Pay App”), which acts as a container for various payment instruments including but not limited to Wallet, Debit/Credit card, Unified Payment Interface (“BHIM UPI”)and External Wallets (hereinafter collectively referred to as “Services”). HP Pay provides its Services to Users by enabling them to make payments for products and/or services and to businesses by enabling them to accept such payments from its customers/Users on their platform via HP Pay App. In Case of HP Pay , the payments can be made only to HPCL Retail Dealers , HPCL LPG Distributors, HPCL Lube Distributors and Retailers. In short, HP Pay is a closed loop payment solution and can be used only at HPCL enrolled merchants (hereinafter referred to as “HPCL merchant network”) ..
By using the Services, you acknowledge and agree that HP Pay is not a bank and the Services should in no way be construed as the provision of banking services. HPCL has provided this mobile app only to facilitate the payment for goods and/or services purchased/availed from the HPCL merchant network.
Offer of Services
HP Pay offers its services in compliance with local laws and regulations.
HP Pay App comprises of the following payment instruments/services:
- HP Pay Wallet:
"HP Pay Wallet" is a Closed Pre-paid Payment Instrument . You can use Debit Card, Credit Card , Net Banking , UPI etc to recharge the HP Pay wallet thru Payment gateway. If you do not wish to use wallet balance to make a purchase, you can use Payment Gateway or Direct Pay Option to make payment for goods/services Purchased from HPCL merchant network.
- Payback Points:
Payback is a multi-coalition loyalty program run by Loyalty Solutions & Research Pvt Limited. where in multiple partners participate. HPCL offers loyalty points to the Users of HP Pay app in the form of Payback Points. 4 Payback Points is equivalent to Rs.1 and can be used or redeemed for making payments in the HP Pay app. However, the Payback points shown in the HP Pay are accumulated Payback points from all the Payback participating partners.
Eligibility
The Services are currently available to customers who are resident of India, competent to contract as per the Indian Contract Act, 1872 , with an active Indian mobile number, a smartphone and having a bank account in India.
HP Pay payment is available only to people:
- Buying Fuel at HPCL Retail Outlet, LPG Cylinder/s at HPCL LPG Distributorship or HP Lubricants at HPCL Retail outlet or HPCL Lube Distributors or HPCL Authorised Retailers.
- who have downloaded HP Pay App and have completed HP Pay Registration Process.
Registration
In order to use the full spectrum of the Services, You need to register on the HP Pay App and provide Us with accurate and complete information as requested. You are also required to keep your accounts and contact information complete and updated at all times. Any account found to contain incorrect and/or outdated information will be liable to be suspended and the decision of HPCL in this regard shall be final.
Contact Information
Mobile Number
Upon downloading the HP Pay App, You have to necessarily allow permission to HP Pay to send an OTP SMS to Your smartphone, which allows HP Pay to facilitate verification of Your mobile number and register Your device details against Your HP Pay account. This is a mandatory security step, and You agree that HP Pay has the sole right to not allow you to use the HP Pay app without the completion of this step.
It is Your responsibility to provide Your correct mobile number so that We can communicate with You via SMS. You understand and agree that if We send you an SMS but You do not receive it because Your mobile number registered with HP Pay is incorrect or out of date, blocked by your service provider, or you are otherwise unable to receive SMS, We shall be deemed to have provided the communication to You effectively. Please note that if You use a spam filter that blocks or re-routes SMSes from senders not listed in Your contacts, you must ensure that HP Pay SMSes are marked as trusted or "not-spam", so that you will be able to view the Communications we send to you.
Email Address
It is Your responsibility to keep Your primary email address up to date so that We can communicate with You electronically. You understand and agree that if We send you an electronic communication but You do not receive it because Your primary email address registered with HP Pay is incorrect, out of date, blocked by your service provider, or you are otherwise unable to receive electronic Communications, We shall be deemed to have provided the communication to You effectively. Please note that if You use a spam filter that blocks or re-routes emails from senders not listed in Your email address book, you must add HP Pay to your email address book so that you will be able to view the Communications we send to you.
You can update your primary email address at any time by logging into the HP Pay App. If Your email address becomes invalid such that electronic communications sent to you by Us is returned, We may make your account to be inactive, and You will not be able to transact using the HP Pay app until We receive a valid, working primary email address from you.
Device Information
The device (smartphone) on which You download HP Pay App and use during registration, shall become Your registered device and it"s details shall be stored by us. The moment You log into your HP Pay account from a different device using the HP Pay app, we will record the details of the new device against your registered mobile number.
Customer can use only one devise at a time for use of HP Pay Service.
Any Other information
HPCL reserve the right to ask for and store additional information to either extend more Services or even as additional requirement for continuing the existing Services or sub-services.
Terms of Use of HP Pay Wallet
These terms and conditions regulate the use of Closed Prepaid Payment Instrument or such other services which may be added from time to time under the brand name “HP Pay Wallet” (hereinafter referred to as “HP Pay Wallet” or just “Wallet”) offered by Hindustan Petroleum Corporation Limited
By proceeding to use the HP Pay Wallet, you signify your consent to be bound by these Terms of Use (hereinafter “Wallet T&Cs”) in addition to agreeing to the HP Pay Terms and Conditions mentioned above.
Further, the term "Merchant" shall include any establishment and/or entity who accepts the HP Pay wallet as a payment method for purchase of goods and/or services. Similarly, the term "Buyer" shall refer to the person who purchases any of the goods or services provided by the Merchants and pays for such goods/ services through the HP Pay Wallet.
When you transact using the HP Pay Wallet through the HP Pay App , these Wallet T & Cs will be applicable to you. We reserve the right, at Our sole discretion, to change, modify, add or remove portions of these Terms of Use, at any time without any prior written notice to You. It is Your responsibility to review these Terms of Use periodically for updates / changes. Your continued use of HP Pay wallet following the posting of changes will mean that You accept and agree to the changes/modifications including additional Terms or removal of portions of these Terms, modifications etc. As long as You comply with these Terms of Use, We grant You a personal, non-exclusive, non-transferable, limited privilege to utilize the HP Pay Wallet and other services that maybe offered through HP Pay Wallet from time to time.
USING THE HP Pay WALLET INDICATES YOUR AGREEMENT TO ALL THE TERMS AND CONDITIONS. HENCE, PLEASE READ THESE TERMS CAREFULLY BEFORE PROCEEDING.
By impliedly or expressly accepting the Wallet T&Cs, you also agree and consent to be bound by all HP Pay Policies..
Registration, KYC Compliance and HP Pay Wallet Activation:
You shall be able to register by creating a HP Pay account through the HP Pay App and activating your HP Pay wallet by providing the required details, authorizing yourself by an OTP verification, providing basic details as more fully set out below and agreeing to the Wallet T & Cs.
Kindly note that the HP Pay login id created by you shall be used to access all your instruments including but not limited to HP Pay Wallet at present and , Credit/Debit Cards, BHIM UPI and other 3rd Party Wallets in case HPCL opts to provide such facility.
To register for a HP Pay Wallet, you:
- must be a tax resident of India;
- must be at least 18 (eighteen) years of age; and
- have a valid HP Pay Account with us.
The types of HP Pay Wallets that will be activated for you will be dependent on the Know Your Customer (“KYC”) details provided by you to HP Pay
What is KYC?
“KYC” shall mean Know your Customer and refers to the various norms, rules, laws and statutes issued by the Reserve Bank of India (“RBI”) from time to time under which HP Pay is required to procure personal identification details from you before any services can be delivered. Know your Customer (KYC) documents may be requested for by HP Pay from you at the time of activation and/ or at a later date, for availing and / or continuing to use HP Pay wallet.
You are informed that, as per RBI guidelines read with the Prevention of Money Laundering Act, 2002 and rules made thereunder it is mandatory to do KYC or provide basic identification details before activation of the HP Pay Wallet for a User. Kindly note that you should provide valid Indian KYC documents for the purposes of verification and activation of the Wallet as more fully stipulated below. HPCL does not validate any documents of foreign origin.
HPCL shall not be responsible for wrong details being provided by you. In the event the KYC details or beneficial owner information provided by you are found to be incorrect/ insufficient, HPCL shall have full right to refuse activation of your Wallet or cancel your Wallet. Further, HPCL retains the right to share the details of the transaction undertaken using your HP Pay Wallet and the end beneficiary/ KYC details with RBI, as per statutory guidelines issued from time to time.
You need to upload scanned copies of the original Document while doing the enrolment and existing Users can upload the scan copies in HP Pay App under KYC details. Under KYC details, you need to provide Identity proof and Address proof.

Wallet Categories :
The different categories of HP Pay Wallets based on KYC compliance and details provided by a User are as follows: -
minimum KYC Wallet:
For initial activation of your HP Pay Wallet, the mobile number of the User will be verified by sending a One Time Password (OTP) to the User’s mobile phone device via SMS. Please note that only mobile numbers of Indian telecom providers will be permitted. The User will then be required to enter the OTP sent to the mobile device on the HP Pay Application’s Wallet activation page. Once the OTP is verified, the User will have to provide a self-declaration of his/ her name and enter the unique identification number of any Officially Valid Document (defined below) as well as accept the Wallet T & Cs. Once the User’s Officially Valid Document self-declaration and Wallet T & Cs acceptance is complete, the HP Pay Wallet will be activated. Please note that you will be allowed to use only one HP Pay Wallet at any given point of time.
- Users of international mobile numbers shall not be eligible for activation of HP Pay wallet.
- You agree that if You provide any information that is untrue, inaccurate, not current or incomplete or We have reasonable grounds to suspect that such information is untrue, inaccurate, not current or incomplete, or not in accordance with the requirements of HP Pay as intimated from time to time, HP Pay shall have the right to indefinitely suspend, terminate or block access to Your HP Pay Wallet and the decision of HPCL in this regard shall be final.
Features:
This category of Wallets are reloadable only through a debit card , Credit Card , Net Banking , BHIM UPI , Redemption of Payback Point , any cashback or promotional rewards offered by HPCL or from refunds that might arise due to cancellations and returns of your transactions at third party partner Merchant and can be used only for purchasing goods and services from Merchants registered with HP Pay only (HP merchant network). Cash loading of HP Pay Wallet is not permitted.
Top Up and Loading Limits: You will be able to load in this category of Wallet a maximum INR 15,000/- per month, and maximum INR 1,80,000/- in a financial year. In addition, the available balance in such Wallet shall not exceed INR 15,000 at any given point of time. The same balance will be available for purchases from merchants.
Restrictions:
Users with Minimum KYC HP Pay Wallets will not be allowed to transfer the money in their Wallets to bank accounts. Wallet to Wallet transfers shall not be permitted. The only time you can transfer money out of Minimum KYC Wallet is at the point of closure of the Minimum KYC Wallet by transferring the Wallet balance to your own account that is used to load your Wallet after completing KYC or transfer money "back to source" i.e payment source from where the money was loaded).
Loading of Money: If you are a Minimum KYC Wallet holder and your Wallet already has a balance of Rs. 15,000/- , you will not be permitted to perform any further loading unless the balance goes below Rs. 15,000/-.
You will be allowed to perform debit transactions in Minimum KYC Wallet upto a maximum of Rs 15,000/- per month.
HP Pay has also incorporated certain velocity checks i.e. restrictions on number/value of wallet top-ups and purchase transactions to prevent, detect and restrict occurrence of fraudulent transactions.
There is a certain cooling period, which will be determined by HPCL, before which you cannot withdraw the funds to your bank account after the wallet top up is done. This is done to prevent, detect and restrict occurrence of fraudulent transactions.

HP Pay wallet is one of the payment options available to the Users at Merchant Outlet and We take no responsibility for the goods and/or services purchased using the HP Pay wallet and any liability thereof is expressly disclaimed.
User can pay directly to merchant if:
- The order value exceeds the available amount in the HP Pay wallet; or
- The User has exceeded his/her limit for Purchases using the wallet, as per the HP Pay rules
Completion of KYC for Minimum KYC Wallets:
If you have provided basic details and opened Minimum KYC Wallet Account, then Partial KYC needs to be completed within 30 (thirty) days from the date you have provided basic identification details. If Partial KYC is not completed within 30 (thirty) days, then you will not be allowed to make any payment with the Wallet, notwithstanding balance being available in the Wallet. . Once Partial KYC (by Providing one of the Identity Proof) is completed, your Minimum KYC Wallet will be upgraded to Partial KYC to enable transactions using HP Pay Wallet.
Partial KYC Wallets:
The Minimum KYC wallet can be upgraded to Partial KYC wallet by providing one Valid Identity proof. Partial KYC is required to be completed within 30 days of enrolment for HP Pay wallet.
To complete Partial KYC , you are required to submit one of your Valid Identity Proof.
In case the KYC Document submitted is not valid , HPCL reserves right to de-activate the HP Pay Account
Features:
This category of Wallets are reloadable only through a debit card , Credit Card , Net Banking , BHIM UPI , Redemption of Payback Point , any cashback or promotional rewards offered by HPCL or from refunds that might arise due to cancellations and returns of your transactions at third party partner Merchant and can be used only for purchasing goods and services from Merchants registered with HP Pay only (HPCL merchant network). User can pay directly to merchant if:

- The User has exceeded his/her limit for Purchases using the wallet, as per the HP Pay rules
Completion of KYC for Partial KYC Wallets:
If you have provided basic details and opened Minimum KYC Wallet Account and upgraded the same to Partial KYC wallet ,you can continue to use the HP Pay wallet. In case you wish to upgrade to Full KYC wallet you can do so by uploading scanned documents as mentioned below in HP Pay app.
Full KYC Wallets:
You can convert your existing Minimum KYC Wallet or Partial KYC wallet into a Full KYC Wallet by providing the requisite KYC documentation to HP Pay
For the purpose of completing KYC compliance, you will be required to share documents, such as proof of address, proof of identity,
You hereby give consent to HP Pay for using copies of the KYC documents (including the information contained in such documents) submitted by You digitally or otherwise ("KYC Documents"), for completing Your KYC and Customer Due Diligence as required under applicable laws, to validate and approve your Full KYC Wallet. If you complete the KYC process to the satisfaction of HPCL and furnish all details requested for, HP Pay will activate your Full KYC Wallet within a reasonable period of time and HP Pay will confirm status of your KYC on the app. In case of any information about KYC, you can write to us KYC@hppay.in
Features of Full KYC Wallet:
You will be able to load money in such Full KYC account upto a maximum of INR 30,000/- (Rupees Thirty Thousand ) per month. The available balance in such Full KYC account shall however not exceed INR 30,000/- (Rupees Thirty Thousand) at any given point of time. Money can be topped-up through BHIM UPI or a debit card/credit card, net banking or from refunds that might arise due to cancellations and returns of your transactions at third party partner Merchant Platforms or redemption of Payback Points or by any cashback or promotional rewards offered by HPCL. HP Pay wallet will be displayed as an option on the order return/cancellation screen for all such refunds. HP Pay has the sole discretion to not allow refunds into the HP Pay wallet for purchases made through any particular payment method.
HP Pay wallet can be used to purchase products and services at any HPCL merchant network. HP Pay wallet can be used by selecting it as the payment mode at the time of payment.
HP Pay currently permit money transfer between Wallets only in case you have completed Full KYC..
HP Pay wallet is one of the payment options available to the Users on Merchant Location and We take no responsibility for the good and/or services purchased using the HP Pay wallet and any liability thereof is expressly disclaimed.

The User will be allowed to withdraw his/her HP Pay Full KYC Wallet balance to his/her bank account anytime. In all cases, the top-up amount shall be reversed only to the bank account from where the amount is loaded to HP Pay Wallet
There is a certain cooling period, which will be determined by HPCL, before which you cannot withdraw the funds to your bank account after the wallet top up is done. This is done to prevent, detect and restrict occurrence of fraudulent transactions.
Withdrawing money from HP Pay wallet in the form of cash is not allowed.
The User shall be solely responsible for providing the updated and correct details of his/her bank details in case of refund.
Please note that although you are permitted to transfer money to other HP Pay wallet , the number of Pay Your Friend Transaction is restricted to 10 numbers in a day.
You will be receiving an alert via SMS to the registered mobile number when any fund transfer is completed.
A User with a Full KYC Wallet can at his/ her option close the Wallet at any time by place a request with HP Pay by writing to closeaccount@hppay.in. The outstanding balance at the time of closure shall be transferred to the Customer’s bank account and/or to ‘back to source’ (payment source from where the Full KYC Wallet was loaded). The Customer hereby agrees and understands that HP Pay shall be entitled to call for the relevant information/documents pertaining to User’s bank account and/or ‘back to payment source’ instrument to which funds have to be transferred post closure of the Full KYC Wallet.
General Wallet Terms:
Users may note that cash withdrawal from the Wallet is not allowed. Any outstanding credit in the Wallet must be utilized only to make payments for bona fide Transactions at Merchant locations or Person-to-Person transfers ( Only in case of Full KYC Customers)
All categories of Wallets are non-transferable in nature.
No interest is payable on the outstanding Wallet balances.
A User is permitted to operate only 1 (one) Wallet. Any suspected violation of this condition shall constitute grounds for suspension of the User’s access to all Wallet accounts of the User. The decision of HPCL shall be final in this regard.
